costum event heritage armor set quest

hello im doing these daily and weekly event with all my characters for about 2 month every day . today saw a guy with heritage set and he told me that he got it from a quest in khintarest with easy 3 daily ques tand 30 echo of time. why i dont have that quest or why i cant get that quest is there any problem or bug or something that i got ? please check it ty. i dont have those armor sets i even checked my tmog list many times .

my main character is Tmsanaz (blood elf), Aeondisk (Tauren)

You can obtain the Blood Elf Heritage Armor by completing the quest Heritage of the Sin'dorei, and the Tauren Heritage Armor by completing Heritage of the Shu'halo. For the former, you need to be exalted with Silvermoon City, and for the latter, with Thunder Bluff. Both are offered by Kaos Blackthorn, located in the event area.
