Custom rates

i want to ask you about the "Custom rates" when you are making an account. what does that means ? does it mean that i can choose how faster i can level up or what is the change to drop an item from a mob or something like this ? can you explain what is this exactly ?

U can choose the rate for experience u gain while leveling . Its between 1 and 20. Same is for drops , but there the rates are lower and for epics is 2. So if u want slow leveling lower it cause i think on default is 20.
