Bug description: the quest Casting the Bait is imposibil to do because the Comand Tabel is not working , it say that mission is complet but apear on tabel that i didn t doit

Players are unable to send followers on missions, this has already been reported here and here.

Regarding the quest Casting the Bait, the quest itself is supposed to be completed after you start the mission, it doesn't have to be successful, and is reported here.

I will however forward the issue to the devs, since these two bugs may be related and halting the progress of the War Campaign for those who cannot use the command table.
