draenor and mop are still in development. i know it's kind of frustrating, try levelling up while looting the freakz chests for gear (that should help you get ready for the legion content)  |

The actual npc doesn't spawn, even with the item.
However, you can still complete the quest by attacking the manastalkers nearby.
