Bug description: the npc to which I would have to deliver the aforementioned missions already completed is nowhere, instead there are 3 corpses of enemies

I didn't have this issue while completing the two quests, the NPC's were spawned regularly and also cca 2.5k players seem to have completed the quest successfully as well.
If you're still having this issue, try to use the unstuck option on our site and delete cache. It should solve any visibility/phasing issues, if there are any.

I have the same issue now that i am levelling an alt (the npc was there in previous versions). You are supposed to turn in 3 quests to Vethir, who is nowhere on Thorim's peak. Other versions of vethir, such as the one in lorna's watch, are not treated as quest givers. Maybe it was a bug when coding argus?

Confirmed, Vethir has phasing issues.
