Patch 4.1.0 (26-Apr-2011): Tinker enchantments now stack with regular enchantments.
Wasn't changed since. |

Its because you are using Crashing Storm talent, it automatically consumes Gathering Storm buff. Bug is confirmed long ago, but its still not fixed idk why...
