I can definitely confirm this, I have 100% mastery on my shamans and i barely get procs, 2/3 weeks ago it was working as intended .

It really isn't working as intended no matter if you have minimum mastery or 30-40% it doesn't give enough mana regen...
It's making arcane really hard to play unless you have the legendary legs, ple ... |

Yeah, the title says it all. Avenger's shield doesn't apply Bulwark of Order, which is an artifact trait that gives you a shield consisted of some percentage of the damage done by the shield.
