I believe they will implement everything blizzard have implemented down the line.

Legacy Buff is what lets the player solo older content. In a simplified way it makes you deal more dmg and take less dmg from Pre-Legion content. Being able to solo older content in WoW adds a charm to the game therefore it is important to care about it.

Unobtainable till fixed seems the right thing to do.

Since the almighty Freakz team have announced the opening of the new Legion's realm and i've been really excited as they own the BEST MoP server around, but ofcourse, excitement comes with curiosity. And what i'm curious about is the state of the zones in the upcoming realm, are old expacs' zones scripted (Vanilla, TBC, WoTLK, Cata, MoP, WoD) or only Legion's zones, the broken isles.
