I vote for option 2, but just for HC Nighthold and not affect the Normal mode. Normal mode can be done with pugs easily, but HC need preparation and good raiders.

Why not just use combinations from retail as a posible pool of combinations, i think are better balanced than using just random affixes (bolstering necrotic tyrannical in MoS is a pain)

The broken shards must apply the buff to the players, this will help with the boss encounters addon (DBM, BigWiggs, WeakAuras)
