something stinks, quest

I have been trying for 2 days to do this quest. It's a valentines quest. https://www.wow-freakz.com/quest_helper.php?quest=24536&&name=something-stinks when I try to use the analyzer it says 'you can't do that yet'. I have tried several different guards, targeting and not targeting them. I've asked in game, but no response. any help would be greatly appreciated.
