I have a question if it is possible to buy a two-person mount with vote points?
if so what is it called?

Thank you for the question.

I had a brief look into what mounts you can get via the Vote Point system and unfortunately, I did not see any two-seated flying mounts there. (Full list: https://www.wow-freakz.com/vote.php?spend&&type=mounts&&subtype=2)

Your cheapest probably option would be Vial of the Sands from Auction House, perhaps give that a go.
