[Monk] Chi wave CC

Bug description: It should only break CC if you directly cast it on already CCed target. - This part works on freakz

If the target got CCed while the bounce was in the air the CC should remain unbroken. - This part doesn't work on freakz

Retail Proof:

0:08 - cast chi wave
0:09 - target got CCed
0:10 - target gets hit by chi wave but it doesn't break and the bounce goes back to monk to heal him and then stops since there were no more enemies or allies around that weren't CCed.
