Ok, so far half the WQ involving slain a Rare Elite have the same issue. Area doesn't pop up. 8 WQ of this type have this issue so far.

4. Vugthuth-Najmir
5. Feeding Frenzy-Voldun
6. Kamid the Trapper-Voldun
7. Jumbo Sandsnapper-Voldun

Yesterday, various world quest issues were happening for all players. It is a known issue.
