Haste effects should lower the cooldown of Crusader Strike and Divine Storm abilities.

Dovada / Proof: i've got 12.49% haste + 9% from Judgements of the Pure , that's 21.49 %
it applies correctly to my attack speed , so i get 2.94 with my 3.6 weapon
However no , effect what so ever on Crusader strike as it's still with a 4.5 sec CD whereas it should be 3.71
