[Druid][PvE] Shooting Stars vs already casting Starsurge

Descrierea bugului / Bug description: Daca acest talent procuie cat timp castez https://www.wow-freakz.com/spells.php?spell=78674, dupa terminarea castului voi primi CD-ul normal de 15 sec pe Starsurge si nu voi putea folosi procul desi acesta este activat.
Dovada / Proof:
Link 1 procul activat in timpul castului
Link 2 aici se vede ca am terminat de castat Starsurge, am procul activat si totusi am cd pe Starsurge.

Conform http://us.battle.net/wow/en/blog/1232869 acesta problema este reparata din 4.03a: "The proc buff from the talent Shooting Stars should no longer be consumed without providing its benefits if the druid is already casting Starsurge."

PS: desi sansa de proc este relativ mica aceasta problema apare destul de des pana si in cazurile cand dai intr-un singur target si se pierde mult din burst daca ai si eclipsa activa...valabil si pt pvp.

Bug general la procuri. Daca un proc are loc in timpul unui cast [spell care ar fi trebuit sa profite de proc], procul e consumat de castul normal care e deja inceput. Casterul nu are niciun beneficiu.
In conditii normale,. Castul normal ar trebui sa se faca separat iar procul sa ramana.

Da unele spells fac figuri la global cd. Trece GCD si tot nu le poti da cum trebuie dar e posibil sa fie de la delay care apare destul de des spre seara.

Chiar vroiam sa fac un bug report pe tema asta.. Uneori pierd si 2 instant Starsurge din cauza asta . Va rog sa remediati cumva acest bug .
