Descrierea bugului / Bug description: Sansa de proc prea mica. Nu se atinge nici macar 20% base proc, desi aveam si glyph

Matematica:

1000 attacks 1 wpn wield....555 attacks cu windfury deci 555/3=185 procs

100.................1000

x......................185

x=18500/1000=18.5%

Acum sunt doua posibilitati: RNG sa se faca mai vazut la mai multe atacuri, dar 1000 mi se pare destul de relevant
E bug la sansa de proc

1000 atacuri 10% miss=>900 atacuri facute
612 windfury attacks=>612/3=204 procs

x=20400/900=22,6%

22% se atinge doar la dual wield ambele windfury

Pe wotlk Windfury Weapon avea un cooldown intern de 3 secunde. Din cate stiu acest cooldown a ramas valabil si pe Cataclysm, fapt confirmat in ghiduri de enha shammy:

Daca acest cooldwn exista in continuare, el explica diferenta dintre sansa teoretica de 20-22% si sansa observata de tine de 18%, intrucat swing timer-ul tau este de sub 3 secunde.

Daca ai rabdare, poti face un test cu o arma slow de 2h, eventual si cu un spec fara Flurry pt a te asigura ca nu scazi sub 3s swing timer.

Desi are sansa de 20% si 22% cu glyph, am primit un proc la windfury chiar si la 20-25 de secunde...ma mir cum de se intampla asta, tinand cont ca druidul are 4% sansa pentru Starsurge instant https://www.wow-freakz.com/spells.php?spell=93399 (wowhead link) si am primit pe druid 3 proc-uri unul dupa altul si uneori procuie foarte des, de parca ar avea 70% sansa. Iar noi avem 20% sansa la windfury si procuie din an in Paste.

P.S. Am observat ca si https://www.wow-freakz.com/spells.php?spell=29725 (wowhead link) procuie foarte des, cu 6% chance...insa wf cum am zis mai sus, uneori din an in an.

The Windfury Cooldown
After WF procs it cannot proc again on either hand for 3 seconds. No 1H weapon in the entire game can proc WF twice in a row. This means that WF will proc less than the 20% promised on its tooltip.
- When only one weapon has WF, each hit outside of the cooldown has a 20% chance to proc. This leads to a 11-18% overall proc rate, depending on gear, weapon speed, spec, and luck. Slower is better.
- When both weapons have WF, each hit outside of the cooldown has a 36% chance to proc. This leads to a 11-14% procrate with weapons faster than 2.0s unhasted and a 14-18% procrate with weapons slower than 2.0s unhasted. Slower is better. Handy reference chart:

3.0s normal, 4.0s with flurry = no swings wasted (no 1H weapons >20dps exist at this speed)
1.5s normal, 2.0s with flurry = one swing wasted
<1.5s normal, <2.0s with flurry = two swings wasted (bad!)
