Descrierea bugului / Bug description: Bun... problema e in felul urmator. Legat de PvP "Frost Armor Chill Effect" procuie 100% din cazuri... am testat cu autoatac.. si e proc garantat la fiecare lovitura... pe langa asta mai procuie si din judgement la paladin. M-am saturat sa dau de magi prin BG's / Arene si sa spamez cleanse ca sa ies din slow-ul acela. Dedesubt am pus niste SS... primul la 4 autoatacuri.. la fiecare am luat Chilled iar celalalt SS la un judgement. Conform Patch Notes 4.1: "The attack speed slow from the Chilled proc is now 20%, down from 25%, but it also effects Ranged attack speed". Aici vroiam sa ajung ca proc chance ar trebui sa fie 20%... cand la noi este 100%.

Acel 20% e atack speed reduction nu proc chance, va bate engleza.
