Dovada / Proof:

FS damage= (130%WPD+361)x1.16 (mastery)
WPD on dummy=141
FS= (141x1.3+361)x1.16=553
FS on dummy= 648 => +100 dmg

WPD=2186
Mastery=11.48 (+23%)
FS= (2186x1.3+361)x1.23= 3939.444
FS on dummy= 4249 => +300 dmg

You forgot that auto attacks damage is reduced by armor so if dummy had armor auto attacks damage was reduced by it because it does psychical damage , and frost strike does frost damage not psychical so armor doesn't reduce its damage.

i forgot to mention, i did all the test on the dummy with 0 armor and 0 resi

That's not the real weapon damage what you see there...well on second thought it is but only for auto attacks which are not normalized. Most special attacks have their speed normalized.

Also skills that say on the tooltip "x% weapon damage plus an aditional y" are read as (weapon damage + y ) * 1.x (e.g. for x: 1.3 for 30% or 2.45 for 245% or 1.02 for 2%).

As I can see you're using 2h weapon and if you have talent https://www.wow-freakz.com/spells.php?spell=81333&&name=might-of-the-frozen-wastes then your frost strike does not 130% weapon damage but 143% , 130*1,1=143 .
