Descrierea bugului / Bug description: Nu copiaza spell power`ul targetului

Sa dezbatut fix aceeasi problema.

Ideea este asa, copiaza spell-ul in functie de SP-ul victimei si al tau sau AP acolo unde este cazul, fara sa ia in considerare talente/glyphe.

La noi din teste destul de simple reiese ca nu se intampla asta.

Luam una bucata Ice Lance:
Cat da el cu gear si fara spec.
Cat dau eu.
Cat da el fara gear si fara spec.
