Can I ask what did GMs do to FPS. A couple of weeks ago i had 60fps now i have almost 200fps.. now some may think this is better but as soon as I eneter combat ma fps goes from 200 to 30 + fps drops to 10fps.. so I thought at first that this was a fix but it seems that you made it even worse..

Wrong recount version, that's your problem. Recount 4.3.0d_release is the correct version for private servers(stable release, not beta). If this doesn't fix your problem, then... well... sweet merciful jesus.

I don't use recount, I use skada for one, I have the right version of skada, and 3 I don't know how gathering combat data affects game performance, can u balme me for being stupid ?

Not stupid, but yes for ignorant. There are a bunch of "FPS problem helpz" topics here and if you read one or two of them you'd know that the problem that affects FPS in a raid group is most likely due to the "Combat log", or gathering combat data from other players in your group.
Basically, you can't really fix it, just disable everything you can live without and try to do PvE/P without it.

if you read what i wrote in the first post : " it started couple weeks ago" .. i saw some fix considering raid frames and it was all in RO but i saw mentioning FPS, since then my FPS increased out of combat but it's 0 when in combat, all 'till now i didn't have any major FPS problems while playing on this server, and this problem is happening just here.. and i did read all of the other FPS problem topics..

Or at least temporary.

The problem was that the amount of information you were receiving when you were too far away from the raid (Around 400 yd in Battlegrounds, that's why it only happend in AV, because it is a massive BG) was too big and non controllable. The constant delay was coming from the fact that you were receive this information EVERY SECOND, we have modified this delay to 10 seconds. So if there's any delay now, it will only be when you are too far away from the raid, and once every 10 seconds.

Information received when being away from the raid consist of alive/dead/hp/auras/etc.
