That is not a proof, what you posted there is a proc from IMPROVED Hot Streak (2 scorch crit hits in a row).
I just looked into the code and tested, if you have 50% crit chance, Hot Streak proc chance becomes 0 (but Improved Hot Streak can still proc as before!)
Am I missing something or your tests are incorrect?

Cum testezi? Faci un mag iti dai 50% crit si daca iti procuie hot streak macar 1 data, inseamna ca nu e fixed.
