That quest is the back of the cave; you take it, speak to the npc with the same name at the start of the cave and complete it outside. Check this guide.

Not those 2, there is another one in the very back of the cave, on small pieces of rocks into the lava... you take the quest from that NPC, you complete it by talking to the NPC in your first image and turn it in at the NPCs in the second image.

this npc, at that location, just inside the cave (not outside).

On minimap I see Quest but cant find NPC: Anren Shadowseeker

Inside the cave... underground... take the portal on the ledge (south-west corner of the map) to go inside the cave and walk to the end of it... the NPC is there with the quest Need... Water... Badly...
