Bug description:
- Procs from any HEAL / TICK of Penance, Circle of Healing, Prayer of Healing, Binding Heal, Holy Word : Sanctuary. For example if I heal 5 people with Prayer of Healing, it will have a 15% chance to proc for each of those 5 players.
- It should have a 15% chance to proc from any CAST of the aforementioned spells.

No, they weren't fixed, otherwise I wouldn't have confirmed this report.

Let's take Holy Word: Sanctuary as an example, I place that AoE healing effect on the ground and each time it ticks, it has a 15% chance per tick to proc Surge of Light. Also, for every player standing in that AoE, that chance gets multiplied by the number of players. For example, if there are 6 players standing in that AoE, each time the heal ticks it has a 6x15 = 90% chance to proc Surge of Light. This is not correct. Surge of light should ONLY proc after I successfully finish casting the spell. The server should calculate the proc chance when you finish casting the spell, not when the spell heals somebody.

Another example: Binding Heal, this spell always heals 2 players so it has a 30% chance to proc Surge of Light.
Or Prayer of Healing which can heal up to 5 people, meaning 70% proc chance.

In other words, Surge of Light shouldn't proc each time a spell actually heals someone, but only when you finish casting that spell.
