Bug description: A warriors strength should be converted to parry chance by 952 STR = 1% PARRY CHANCE. The same should be the case for all the plate classes.

For example, in my case out of my 13.12% parry chance, 8.85% is from parry rating, leaving leaving 4.27% parry chance from the conversion instead of 9.242/952 = 9.71%.

Dude is working fine u are wrong. First 8.85% is from str base parry is ~5% so 13.12% is total parry. Now:

That was available in Cataclysm, iirc prot warriors even had a passive that stated that.
As you can see, wowwiki doesn't even have the patch notes that parry and dodge are on different diminishing returns scales, it's a forsaken site that nobody update anymore, or at least the information found there should be taken into question.
For more min-maxing please read the mmo champ forums, they're more up to date.

To be honest, I've never given any thought to how I was getting so much parry on 5.4@blizz but I concur with

BTW, if you would've read my post better, you'd notive that 8.85% parry is from the PARRY RATING, admitedly my gear only gives 5.347 parry rating and the extra 2.488 was 27% of extra strength, that would still leave the difference of 4.27% basy parry chance instead of 5%.

in primul rand te uiti la un thread de DK pe mmochamp nu stiu dak aia de acolo is fani blizz sau ma rog... totusi am observat ceva ciudat voi pune dovezile dupa ce calculez: de pe armory am calculat parry rating de pe itemele tale adica 5381 + parry rating din strength (27% of strength) ~2495.61 rezulta un total de 7876,61.
885 parry rating per 1% parry inseamna 8,9% parry + 5% base ar trebui sa fie un total de 13.9% nu apare pe armory dar nu vei avea 13.9% va fi mai putin about 0.03% in minus acum nu imi dau seama de ce !
Total parry rating este calculat corect de server dar in momentul cand calculezi rating + base 5% iti da mai mult decat arata attributes
***pe scurt astea functioneaza corect:
-parry rating 27% of strength +
-parry rating from items =
-total parry rating / 885 = x% parry

***un screen fara iteme cu base parry (5,07% deja e calcultat din strength)
***un screen cu iteme fara parry rating doar strength
parry rating + 5% base = 8.43% parry
Attributes arata 8.39% - aici e ceva suspect si nu imi dau seama de ce asa

Parry (si dodge, de altfel) are Diminishing Returns. Cu cat ai mai mult Parry Rating, cu atat o sa primesti mai putin parry % pentru 1 parry rating.

Un caz ipotetic, daca am 100 parry si mai adaug 50, o sa primesc 2% increase. Daca am 400 parry si mai adaug 50, o sa primesc 0.5% increase.

Current parry rating calculations are wrongly made, due to the MoP added Riposte, they changed the str to parry rating conversion into flat parry percentage to balance the tanking classes.
MoP parry is only made from gear parry rating, having the conversion into parry chance.

1 parry = 0.27 str.
PPP parry = 1% parry.
Strength nu se calculeaza direct in %parry ci in parry rating.
Exista diminishing return la avoidance iar DR table functioneaza corect.
Calculele ingame cu si fara strenght echipat demonstreaza ca bug reportul este invalid.
