Bug description: Maelstrom Weapon has a very low internal proc chance, should be way higher.

Now, to acquire the right chance we need math. This is mainly because Blizzard changed the workings of these kinds of abilities to their new proc per minute system. So basically, we need to derive the chance a single hit has to proc Maelstrom, based on other factors. This results in the formula:

PPH = (Weapon speed) / (60 / PPM) - Source: WoWWiki

Where:
PPH = chance per single hit (in a fraction)
Weapon speed = weapon's base speed (excluding all modifications; tool tip speed)
PPM = maximum procs possible in a minute

Filling this in gives the chance Maelstrom gives a stack on white attacks. This is done for both weapons separately (else the formula would give a more than 100% chance, this divided the PPM evenly between both weapons) and assuming the player in this example is smart, uses 2.60 speed weapons;

2.60 speed weapons:
Main hand: PPH = (Weapon speed: 2.6) / (60 / PPM: 12,5) = 2.6/4.8 = 54%
Off hand: PPH = (Weapon speed: 2.6) / (60 / PPM: 12,5) = 2.6/4.8 = 54%

2.60 main hand, 1.60 speed offhand:
Main hand: PPH = (Weapon speed: 2.6) / (60 / PPM: 12,5) = 2.6/4.8 = 54%
Off hand: PPH = (Weapon speed: 1.6) / (60 / PPM: 12,5) = 1.6/4.8 = 33%

1.50 speed in both hands:
Main hand: PPH = (Weapon speed: 2.6) / (60 / PPM: 12,5) = 1.5/4.8 = 31%
Off hand: PPH = (Weapon speed: 1.6) / (60 / PPM: 12,5) = 1.5/4.8 = 31%

Because 2.60 speed is slower than 1.50 speed, the chance is higher to proc maelstrom (currently it is a flat 1%). These numbers are all purely for auto-attacks!! Also note that the PPM is 12.5 and not 25. The PPM 25 is the total combined procs of both weapons hitting, where both should take a part in contributing.

This would imply, that if there was a Shaman willing to use a 2h weapon, lets say a 3.60 speed staff the ppm would be 25 and the chance would be:

3.60 speed:
Main hand: PPH = (Weapon speed: 3.6) / (60 / PPM: 25) = 3.6/2.4 = >100%

This kinda makes sense, that every hit should add a Maelstrom stack, since it would still take 18 seconds (without any haste) to get to 5 stacks on regular auto attacks.

Now for the tricky bit, adding the abilities of the Shaman.

Now, we can include the three Shaman abilities that can modify this (Stormstrike, Lava Lash and Unleash Elements). These have respectively 8sec, 10sec and 15sec cool downs. So if a player is 100% spot-on he will land an additional 11 swings with his main hand and 17 with his off hand (Lava Lash only applies to off hand striking). These strikes will not count to the 25 PPM total, but will extend it higher - Source: WoWWiki.

It is worth mentioning that there are other Shaman abilities that contribute to their DPS, like Flame and Earth Shock. However, these can not proc Maelstrom since this are spells and not weapon related abilities.

So the main hand does now 11 + 60/2.6 = 34 hits per minute (instead of 23) - Added Stormstrike and Unleash Elements
And the off hand does now 17 + 60/2.6 = 40 hits per minute (instead of 23) - Added Stormstrike, Lava Lash and Unleash Elements

This results in an increase in the PPM by a factor:
main hand: Regular hits + abilities: 34 / Regular hits: 23 = 1.49 --> resulting in a "new" PPM of 12.5 * 1.49 = 17.625 = 18
off hand: Regular hits + abilities: 40 / Regular hits: 23 = 1.74 --> resulting in a "new" PPM of 12.5 * 1.74 = 21.75 = 22

If we assume that the abilities have an equal chance of giving Maelstrom, same as auto attacks, the maximum proc would be (only basic scenario taken):

2.60 speed weapons:
Main hand: PPH = (Weapon speed: 2.6) / (60 / PPM: 12,5) = 2.6/4.8 = 54%
Off hand: PPH = (Weapon speed: 2.6) / (60 / PPM: 12,5) = 2.6/4.8 = 54%

Main hand: 11 hits with 54% chance add 6 procs
Off hand: 17 hits with 54% chance add 9 procs

Resulting in a total proc amount of: 12.5 + 12.5 + 6 + 9 = 40 procs / minute (for easy understanding, this means a Lightning Bolt every ~7,5 sec if you are always spot on with both the Lightning Bolt, other abilities and do not need to move around).

Note: Basically, abilities have their own trigger outside the PPM system. This means they have their own chance to trigger and this chance is nowhere to be found. It could be a safe guess that the chance is close, if not equal, to the white attack chances.

Note: if you need a more accurate chance for the abilities, it can be profitable to only fix the white attacks first. Since they add the most benefit currently.

Note: excluded haste from the calculations of the amount of hits.

Up for melee , didnt find anything regarding special abilities aswell.
