Bug description: Nu este instant desi ar trebui sa fie conform cu linkul de mai sus.

Nasol e ca m-am chinuit sa il iau tocmai pentru acest motiv. Poate puteti face ceva.

Stiu ca pe 4.3.4 era instant si din cauza asta era abuzat si in arene. Nu mai tin minte exact dar mi se pare ca bagasera sa fie cu cast DOAR in arene, e posibil sa fi schimbat.

Fixed it to have cast time only in bgs and arenas and to be instant in world
