[FIXED] Orc racial axe expertise bug

Bug description:
Proof: It seems that axe racial for orc isn't working propetly. For my orc to cap3% expertise i need around 600 exp rating. But even when i'm wearing axe i need 1020 exp rating, like hit for 3%.
I was checking this out for awhile, and it seems, that after getting my weapon out, this 1% expertise is magicly showing. Then i wear it again, and yep, i still got my 4% of exp. But after getting into bg i have again 3%. I dont know, if my sword transmog is a reason for that, i didn't checked it without it. And no, my weapon is not reforged, it has only crit and pvp power, so expertise rating is not changing by wearing it or not.

this can affect pve and pvp very much from my point of view

Yeah this is a bugg, when you take axe off and put it in inventory you get the 1% exp. racial bonus from orcs and remains like that but if you relog the 1% exp. dissapears.
