No changes were made in MOP for these items (last modification was on 4.3 patch ~ retail).

Dream of Destruction is fine as is. It gives you a way, granted very expensive and not very cost effective, to by-pass the week-long cooldown on the other methods of making Dreamcloth.
It is not meant to be equal to the other ways, it is just meant to be another way to make the cloth off a CD.

The Dream of Destruction craft does not have a cooldown. For example if you have 25 chaos orbs and 40 bolts of embersilk you can craft up to 5 dreamcloth in one minute.
