Visual bug or?

Hello, i want to mention before anything else that this is not my char, it's my friend's, but he asked me to make this post for him.

He had this char for a lot of time and always had this "problem", you will see what i mean in the picture below

You can notice his miss chance is on lvl 90 targets is 16% with 5% hit chance, on ANY other char i checked, with 3% hit chance, you got 0% miss chance on lvl 90 targets.. so, what is this? only a visual bug, and if it is, how do i fix it?

You are dual-wielding so the Miss Chance is for the second weapon, the Off-Hand one.
Same applies to Warriors that roll DW with Fury as an example.
