Copy them into addons folder and run the game.
What you see in the picture are a group of addons not just one.

Inside the addons folder, find rActionBarStyler. Open it, then open config.lua with notepad. Edit the scale value to whatever you desire (I use 1.15). Remember to edit the values on all bars.

also i see that are some parts for PvE . can you tell me wich ones to remove them? i am pvp profile so i dont need that threat part

Disable rThreat.
And for the chat I use normal settings, right-clicked on the window, click unlock window, move it and increased its size.
