Bug description: You gain the buff when the spell hits the target,not when its cast.

Look at the upper right corner of the video and you can see that he gains the buff when he cast the spell.
This is particurlaly irritating when you want to apply Flame shock with the crit buff of elemental blast but need to wait for the spell to land.

Confirm, Elemental Blast buff should trigger when finished casting, not when it hits the target.

Seems like a general problem with many spells/procs that do not get consumed on cast but rather when it actually hits the target. This is key for some specs (like Fire Mage for example).
