MoP is still far from finished. Probably needs years of active development (phasing for example).

Good catch. Can confirm I get the EXACT same values shown in the tooltip ingame with the formula from the passive. Looks like someone at Blizz forgot to update the tooltip 
I'll try to find video proof. |
