Bug description: When hit by a damaging attack, the cooldown on Howl of Terror is reduced by 1 sec.
Doesn't work properly the part with Cooldown reduced by 1 sec , I cant test all cases but anyway the total cooldown of the spell ( 40 sec ) ,
when you take damage per second must reduce drastically ( currently in all my tests , the cd is reduced with max 3 sec that is too low ) .

Procs when :

Player takes auto attack (white) melee damage
Player takes special (yellow) melee damage
Player takes auto attack (white) ranged damage (with a bow, etc)
Player takes special (yellow) ranged damage (with a bow, etc)
Player receives a harmful spell
Player takes periodic (DoT) damage

Proc Chance : 100%

Could you please post more info regarding this? It would be better to know which type of hits are reducing the cooldown correctly.
I checked some videos and i saw that mage's mirrors aren't triggering it, neither Shadowfiend, but i've also noticed that some dots aren't triggering it too. Also, the cooldown isn't reduced if the warlock ''absorbs'' the damage taken.

Melees have no cast times and therefore hit more often than casters (a dot tick is not a damaging attack!) so DOTs are excluded.
A melee can hit 1 time per second (global CD). Plus auto hits (which hit about every 2-3 seconds depending on class). That said, the lock should be able to reduce the CD to about 20-25 seconds.
I am assuming the CD reduce can only occur once a second, but don't see this in the tooltip. I will look into it and come back with a clarification.

So it looks like it should work as i said above. The cooldown should be lowered with 1 second after each melee attack. I don't think it has an ICD and if it would be one, is 1 second but i am not sure if there is one.
In the video below ,at 2:19 we see using the spell (its just above the guild page ) and he can use the fear again after 23 seconds ( the dk's pet hit him constantly)
