At that drop rate is impossible to get it considering the elites are beign farmed by a lot of people, so you can get the codex by donating but unfortunately you cannot do the questline if you do it.

From what I've read on forums and mmo champion blizzard always had the visuals from NPC so they used the spell with different visual. If i look on the spells affected by fel fire on rain of fire , [url=https://www.wow-freakz.com/spells.php?spell=101508&name=the-codex-of-xerrat]here are kind of a lot of spells with changed visual named rain of chaos...

So it looks like it should work as i said above. The cooldown should be lowered with 1 second after each melee attack. I don't think it has an ICD and if it would be one, is 1 second but i am not sure if there is one.
In the video below ,at 2:19 we see using the spell (its just above the guild page ) and he can use the fear again after 23 seconds ( the dk's pet hit him constantly)

So you cannot take just the visual of a spell? How about edit the spell when someone gets the tome, he will learn (rain of fire case) the spell from an NPC but with warlock's formula for rain of fire...just the visual with the spell formula from warlock. Because i can give you a lot of NPC's who have the green fire.
I searched everywhere for infos and stuff but i could not find anything.

Bug description: The visual was changed. I know that the spell id from wowhead at that time was 103103 if this matters.
