It might be related to the fact that Pandarens start out as Neutral, only after completing their final quest from the starting zone you're able to pick a faction to join.

I gave a more detailed explanation about the situation of Pandarens' neutrality, and how it might interact with the ICC buff. I confirm this bug, happens on my Pandaren warrior too.
