Cloak and dagger & hunter root?

When spec'd into Cloak and Dagger and I face a hunter, when I get rooted by his disengage, my Cheap Shot is still landing at a distance(garrote as well, not ambush) but I'm still stuck in place where i was rooted. Haven't had the chance to see if Shadow Step acts the same.

Is it supposed to be like that? Trying to understand the talents and mechanic involved here. Thanks

You want to say that when the hunters disengage root you and you shadow dance or still have subterfuge you use your Cheap Shot and you remain rooted at the same place,but your cheap shot works on him from the distance?

haven't spec'd into cloak and dagger in a while, but yea. instead of "teleporting" me behind the target and utilizing the skills, i'd remain in place while the skills would still go off
