Bug description: the glyph should reduce the Cd of thunderstorm by 10s, withouth the glyph the Cd is 22.5s and with glypf is 17.5 is should be 12.5(-10s)

It is working as intended. You have the 4p PvP bonus, http://www.wowhead.com/item=100474/grievous-gladiators-mail-helm, which halves its cooldown. That means it also halves the efficency of the Glyph.
