Bug description: Personal loot is working fine but it is not awarding items to everyone in the group. This is a massive drawback, from a 25-player group only 3 people got actual items. Very annoying bug, needs a fix asap. Maybe Ordos should be like that because we get LFR items we shouldn't be getting but Celestials makes no sense, everyone should be getting items from them - not only a bunch of people.

Can confrim when i was playing on retail it was a 100% loot chance to get something each week

Basically, Celestials and Ordos are bosses that have a guaranteed chance to drop an item for you, albeit using PL. The part you quoted seems to be from WoD, since PL was heavily used in raids and dungeons and required some limitations and rules.

Actually, if you are not lucky with personal loot PVP/PVE pieces loot, you should get a celestial treasure box. Still, PVP/PVE pieces are not 100% guaranteed loot.
