Will pvp gear upgrades be added? i'm sure i'm not the only one that has to much honor and find no use for it and keep thinking " man i wish i could upgrade this honor gear "

It's not a feature to add. There was no such option, you could only upgrade malevolent and 0/4 upgrade in atlas is a bug.
