Bug description: this item (Plundered Treasure) is empty when we want to open it .sometimes
Proof: when we open Plundered Treasure must always drop loot

I am sorry, but this item is not bugged. As you can see on Freakz, you can see that the rates are <35%.

A 35% chance on item drop means that it is 65% chance to be empty when opened. It depends on your luck.
