Bug description: Fear from warriors does not break even tho Intimidating shout has always had a 100% break on any damage at all.

In the video he barely did any damage to you so that's probably why it didn't break .

He barely dented your HP bar, that might be the cause why the Fear effect didn't break.
Re-open the topic when you bring more suitable proof, for example have him burst you down while feared.
