Npc was spawned already but in other place than it should, anyway now he's visible @ npc finder.

I will rewrite whole quest to be more blizzlike soon.

there is already an npc, where npc finder say but don't give any quest and can't be complete any quest

yes, i already complete those quest but when i did, this npc https://www.wow-freakz.com/npc_finder.php?npc=64645&&name=hisek-the-swarmkeeper disappeared and i couldn't take next quest
