If you mean this quartermaster Faldren Tillsdale: https://www.wow-freakz.com/npc_finder.php?npc=faldren+tillsdale it has only justice points items and at most 397 ilvl, unless it isn't bug.

there is already an npc, where npc finder say but don't give any quest and can't be complete any quest

I noticed that much people when join rdf and get inside the dung, left without a reason or vote to kick all and the those that left don't get deserter because i found them again in the next group when i rejoin. Can some one explain me if there is a reason or it's because they don't want to let the other do dungeons and ...
