Valor points vendor

Hi, some one know if exist any valor points vendor for ally? I have almost 4k but the only vendor that i found is Ao pye: https://www.wow-freakz.com/npc_finder.php?npc=70346&&name=ao-pye that sell only items with Shado-Pan Assault rep.

You can find some 489 valor items @ faction quartermasters for different factions, however I wouldn't advice you to spend your valor points on that. You will be better off spending on upgrading your items.

If you mean this quartermaster Faldren Tillsdale: https://www.wow-freakz.com/npc_finder.php?npc=faldren+tillsdale it has only justice points items and at most 397 ilvl, unless it isn't bug.
I don't have pve equipment to upgrade

you are better off getting timeless gear and using valor points to upgrade it. I was in the process of doing that, but as my luck goes, I broke my hand and cannot play one handed.

it's selling items 489ilvl but even with justice points XD

As I said valor doesn't have much usage outside of item upgrades
