Proof: Try it for yourself

Since low level characters where blocked from going to pandaria, monks are unable to do the Peak of Serenity quests.
They get teleported to Dalaran.
This way they miss out on some items and a nice xp boost.

Nope, working fine, you can use the spell and get teleported.

I guess it got fixed in the meantime.
