Bug description: After finishing first quest in a chain - The Broken Front ( https://www.wow-freakz.com/quest_helper.php?quest=13231&&name=the-broken-front ) I couldn't start this quest. I've tried it on several alts but it wasn't available. I've checked wow-freakz info about quest and I've noticed that there are 2 different npcs which start this quest. On wowhead website only Dying Soldier(s) (https://www.wow-freakz.com/npc_finder.php?npc=31304&&name=dying-soldier) start this quest, while High Captain Justin Bartlett (https://www.wow-freakz.com/npc_finder.php?npc=30344&&name=high-captain-justin-bartlett) only ends it... so that might be problem about this quest.
