Bug description: sometimes, chain lightning has a 3s cd, which it shouldn't have because of https://www.wow-freakz.com/spells.php?spell=62099&name=shamanism
it seems it happens during dungeons/raids and such. i've had it happen 3 times overall, i believe, 2 times in dungeons while i was lvl ~20 and ~50 and once today in soo.
edit: taking a second look at it, it seems the range is also only 30 yards, which could mean that the bug is related to shamanism.
Proof: my setup isn't good enough to record during raids, but i've two screenshots instead

What glyphs do you have ? I know glyph of chain heal puts Chain Heal on a 3 second cd, maybe that ?

i use glyph of chain lightning, lightning shield and flame shock (yes, very generic). i've been using the glpyh of chain lightning since i learnt the skill, so maybe it is related, but the glyph doesn't say anything about cd.

it seems it is more likely to be related to shamanism since i also seem to have lightning bolt on 30yards while this happens.
also, no idea if it's related or not, but as you can see, the difficulty says 0, although i just re-entered after killing a boss on 25n

Shamanism gets removed when I enter End Time, Well of Eternity or Firelands. These are the areas where it happened the most often. (Not always though)

a fix i found was to switch specs. although you'd need to switch twice in order to go back to elemental, or have elemental spec twice, both not very appealing options to me, since generally no one even waits to switch specs once.

It's a random bug, happens to my shaman aswell, but on very rare occasions.
