Bug description : The cooldown is not reduced exactly

Its says : ...Increases the cooldown recovery rate of six of your major abilities by 54%...

Bladestorm has a 1min normal cooldown and with the trinket just 39sec but when the cooldown is reduced by 54% it must be under 30sec.

It's about cooldown recovery rate that isn't equal with cooldown reduction.

All times need to be converted in seconds before calculation.

Your case

recovery rate = 54%; normal_cd_bladestorm = 1min = 60sec; new_cd_bladestorm = (normal_cd_bladestorm) / ( 1 + recovery rate) => new_cd_bladestorm = 60 / (1 + 54%) => new_cd_bladestorm = 60 / (1 + 0.54) => new_cd_bladestorm = 60 / 1.54 = 38.96 sec

Info: 100% recovery rate = 50% cd reduction
