The procc chance should be 25% with each LB tick, which seems to work correctly with the dot, but it seems to procc wierd when you spam it.

As explained here the actual CHANCES are ok. However, in the case of Brain Freeze, it was proccing when casting Living Bomb or Nether Tempest which is wrong, it should only proc when they deal damage. That's why spamming Living Bomb was giving high amount of procs
