I was reading on wowhead http://www.wowhead.com/npc=106887/cravitz-lorent where cravitz lorent, shady book dealer, randomly spawns in the dalaran sewers. I was wondering if anyone can confirm this so I don't waste my time waiting for him?? thank you

Have your read the NPC's Quick facts?

Hello, as a suggestion for next time when you are having trouble finding something on Freakz. Try using his amazing tool, called npc finder. I'll link it here https://www.wow-freakz.com/npc_finder.php
All the information about an NPC is shown there. When it will respawn, what he sells, what he drops, how much reputation he gives when you kill him (if that is the case). There are also tools on the same page, that I linked, that help you find items, quests, achievements. It is more reliable than WoWhead, as it reads the information directly from the Freakz database.
